Provision of balloons for the purpose of what is generally known as "Peak Fog" does not appear necessary as such fog is seldom under 900 feet and it should be quite possible to approach an aerodrome at a height slightly less than this; whereas the provi- sion of a balloon would present considerable difficulty if it is to overtop the cloud.

These provisions are considered important.

It is considered that a conical stresmer

would be the easiest method of shewing the direction

of the wind.

It is doubtful whether aerodromes at Hongkong)

owing to the conformation of the hills will admit of

aircraft always landing up-wind.

This and paragraph 44 do not seem to consider the question of seaplanes landing places, although they can be applied by the use of buoys with lights on

them. In view of the somewhat large area which can be

allotted on water the system "B" would seem ample to commence with. It will be noticed that the lights have to be changed to suit the direction in which the

wind is blowing and on first sight it would appear

that a somewhat comprehensive scheme of light buoys will be necessary to cover the different directions of wind.

It will be remembered that Colonel Holt

stated that he did not consider Hongkong was a suit-

able place to train pilota and only thoroughly train- ed pilots should be allowed to land on either of the

aeroplane aerodromes he selected. It would therefore
